Short Circuit Speed Event Vehicle Regulations -

 

Part 2.       General Requirements

 

2.1        If the eligibility of the vehicle is in doubt in any of the Junior, Production or Improved

Production categories then the appropriate extract from the vehicles workshop manual will be required to be produced by the competitor as evidence of eligibility. All vehicles must conform with Schedule A & B of the CAMS Manual of Motor Sport.

 

                Any sealing of engines and/or components and/or determination of eligibility of control classes is to be carried out and completed prior to competition day.

 

2.2          ROLL OVER PROTECTION

Roll cages constructed after 1st January 2003 must comply with the requirements for a “Type 3 Full Cage” as defined in Schedule J - Roll Over Protection of the CAMS Manual of Motor Sport (Attachment 1). 

 

2.3            SEATS

Non-standard seats to be mounted as defined in Schedule C Regulation 8 & 9 - All Automobiles in Circuit Races, as per the CAMS Manual of Motor Sport (Attachment 2).

 

2.4          SAFETY HARNESS

 The vehicle must be fitted with a safety harness conforming at least to AS2596 or E35 and at least a four-strap, three-point attachment design which must be worn securely fastened at all times during practice and competition.  The Harness must comply with the requirements as defined in Schedule I - Safety Harnesses in the CAMS Manual of Motor Sport (Attachment 3).

 

2.5          INTERIOR PLUMBING

All interior plumbing (radiator hoses, water, fuel, oil pipes etc.) must be separated from the driver by a fire wall or guard, whether it be the original or an additional one, to the satisfaction of the Scrutineer.  Radiators are not permitted within the cabin area.

 

2.6          FIREWALL

Metal Fire Walls must be fitted separating the fuel tank and the engine and transmission from the driver.  The firewalls must be securely fitted to completely protect the cabin of the vehicle.

 

2.7          TAILSHAFT PROTECTION

A metal bracket (thickness 4mm x 25mm), or 5mm chain must be fitted under the tail shaft, on each shaft, approximately 15cm behind the front universal.

 

2.8          TOWING LOOP

All vehicles must be fitted with towing points complying with the following:

·         Have an internal diameter of at least 40mm;

·         Are fitted forward of the front axle and rearwards of the rear axle:

·         Are clearly visible and painted in yellow, orange or red, the chosen colour being in contrast to the colour of the body work immediately adjacent the towing point;

·         Are constructed and fitted in such a way that when a load is applied to the towing point, parallel to the ground and in a direction facing away from the vehicle, parallel to the longitudinal centre line of the vehicle, the vehicle shall be capable of drawing the car over two blocks of 100mm height. These blocks shall be of a section 100mm x 200mm, not less than the width of the tyre and shall be placed immediately “in front” of the tyres closest to the towing point being subject to the applied load.

     In order to test the strength of the towing point, any non-structural bodywork that interferes with the test, may be removed.

 

2.9          WIPERS AND WASHERS

                All vehicles must be fitted with working and functional windscreen wipers and washers.

 

2.10        LOCK RINGS

                Bearing Lock Rings may be welded to rear axles.

 

2.11        BATTERIES

Batteries inside the passenger compartment of the vehicle may be fitted inside a leak proof cover.  The battery must be suitably attached firmly to the body of the vehicle.  The location of the battery is to be marked by a blue triangle of 150mm size. 

 

2.12        HOOD SAFETY CATCH

All vehicles must be fitted with at least two independent fastening systems, of adequate strength and limited extensibility, which simultaneously hold the bonnets or panels closed.  In cars manufactured after 1 January, 1973, and other cars as explicitly approved by CAMS may utilize the original, unmodified manufacturer’s components for securing the bonnet, without the use of a secondary restraint mechanism.

 

2.13        DRIVERS CLOTHING

Drivers must at all times, during competition and practice, wear approved flame-resistant clothing as specified for race meeting (see Schedule D of the CAMS Manual of Motor Sport). 

Suitable flammable resistant gloves must be worn.  

Feet must be completely covered with leather boots or shoes or other flame-resistant material (thongs, roman sandals and high-heeled shoes are prohibited). 

Drivers must present their driving attire at scrutineering.

 

2.14        SAFETY HELMETS

Drivers must at all times, during competition and practice, wear a safety helmet, properly attached, complying with at least Australian Standard AS1698 and carrying marking to that effect; or be otherwise specifically approved by CAMS, and also appropriately marked to that effect (see Schedule D of the CAMS Manual of Motor Sport).  

 

2.15        FIRE EXTINGUISHERS

A Fire Extinguisher (minimum size 0.9kg) of a satisfactory type must be fitted, and will be checked by the Scrutineer on the day.  The Fire Extinguisher must be located within reach of the driver and must be held in place with a quick release bracket.  It is recommended that the extinguisher is mounted on a steel bracket and carry a current dated tag.   Pressure Pack type and Carbon Tetrachloride Fire Extinguishers are not allowed.

 

2.16        NUMBERS

Racing numbers must be affixed to both sides for the vehicles, and optionally to the middle of the turret or bonnet facing to the front.  They are to be kept as clear as possible and must contrast to the colour of the vehicle. No advertising closer than 100mm to border or background.  The minimum width of the border or background shall be 245mm for single digit competition numbers and 450mm for two digit competition numbers. The minimum width of the border or background shall be 320mm for single digit competition numbers and 500mm for two digit competition numbers.  Where competition numbers containing three digits are permissible the minimum width of the border or background shall increase to 780mm.  The height of the numbers will be 280mm, and shall 50mm wide with a space of 40mm between numbers.

 

All Junior vehicles must be prefixed by the letter J, a minimum of 150mm in height.

 

Windscreen numbers 150mm high must be fitted to the left hand side of the front windscreen.

 

2.17        WINDOW NETS

All cars must have window nets fitted to right hand driver side window, unless lexon already fitted.

 

2.18        PERMANENT RACING NUMBERS

All car numbers at 1 December each year will become vacant.  Drivers have until 31 January the following year to purchase their current car number at a cost of $45.00, when it will become vacant.  Numbers are current for a period of 12 months at which time the current owner has a period of one month, prior to the end of the calendar year, to purchase their number or that number becomes vacant

  

2.19        APPEARANCE

All bodywork including any subsequent repair of race day damage shall be to a tradesman-like standard and must permit the vehicle to be presented in as “neat ‘n tidy” condition as is possible.

 

2.20        FUEL

The use of Methanol is not permitted in any class of vehicle; only “Commercial Fuel” as defined by CAMS at Schedule G of the NCR’s may be used.

 

2.21        EXHAUST SYSTEMS

Exhaust systems must exit behind the driver to the side or rear of the vehicle, and shall not protrude by more than 150mm beyond the rear most portion of the car.  If they are directed sideways they may neither project in any way beyond the maximum width of coachwork nor terminate at a point more than 50mm within the projected plan of the adjacent coachwork.

 

The sound emission when measured 30m from the track edge must not exceed the 95 dB noise limit.

2.22        OIL CATCH TANKS

It is compulsory to have engine crankcase breathing be returned to a catch tank or to the air intake

re-circulation system.                                         

 

2.23        COOLING SYSTEM

                Cooling systems overflow must discharge into a catch tank.

 

2.24        TYRES

 All tyres (other than those used on Sports Sedans) must have a minimum tread depth.  The tread wear indicators as provided by the tyre manufacturer must be visible at scrutineering.   Retread tyres are not permitted to be used on vehicles competing on sealed circuits.

 

 

PART 3       JUNIOR CLASS  

 

3.1            DRIVERS

Juniors must have attained the age of 14 years and not 17 years as at the 1st January of the year of these regulations.

 

3.2            VEHICLES ELIGIBLE

Four (or less) cylinder production cars with a maximum engine capacity of 1300cc, and having not more than one camshaft.  Touring car derived from a recognized by the F.I.A. as a touring car all vehicles, unless otherwise stated in these rules engines must remain standard as per the factory workshop manual.  Super-chargers and turbochargers are not permitted.

 

3.3            BODY WORK

3.3.1       Bodywork may not be modified or reinforced. No body modifications can be made to fit any additional parts.

               

                3.3.2       An alternative seat may replace the original driver’s seat.

 

3.3.3       Passenger seats, carpet & underfelt, interior trim may be removed. Dash and door trims may be modified to fit roll over protection.

 

3.3.4       The Chief Scrutineer shall prevent ineligible vehicles from competing.

 

3.4            ENGINE                

3.4.1           Engine must be standard as for make and model of vehicle.  No modifications are allowed unless otherwise specified.  General reconditioning practices are acceptable. 

 

3.4.2           The position of the engine in the body must not be altered.

 

3.4.3           Fuel injected cars must maintain standard engine management computer.  No modifications are permitted.

 

3.4.4           Vehicles with carburetors, manifolds and throttle body system must be standard and unmodified, and must be valid for the year and model of engine or body. 

 

3.4.5           Standard distributor and ignition must be fitted. Distributors must be standard for year of manufacturer.  Sports coils are permitted.

 

3.4.6           Non-standard electric fuel pumps and / or electric fans are permitted.

 

3.4.7           Engines may be balanced.

 

3.4.8           Camshaft is free in carbureted engines only.

                 

3.5            TRANSMISSION

3.5.1           Transmission must be unmodified.

 

3.5.2           The transmission as originally fitted to the vehicle must be used. 

 

3.6            SUSPENSION

Suspension parts, i.e. sway bars etc., may only be fitted if they were an original vehicle manufacturers factory option.

 

3.7            Exhaust from manifold is free, springs and shock absorbers ratings are free. All sprung parts excluding exhaust must be a minimum of 100mm from the ground. Springs and dampers are free but the mounting and abutments must remain original. 

 

3.8            OIL COOLERS & FILTERS

Additional oil coolers and filters may be fitted.  These must be within the confines of the engine bay.

 

3.9            BRAKES

                  Brakes must be unmodified.  Brake pad, shoes and lining materials are free.

 

3.10          WHEELS

Wheel diameter may be increased, or decreased, by not more than one inch from the original wheel size.  Wheel rim width must not exceed 5.5 inches.  Wheels must remain within the confines of the bodywork.

 

3.11          TYRES

Tyres fitted to all rims shall be in accordance with the Tyre and Rim Association recommendations.  “Hand Cut” tyres are not permitted.  Retreads on sealed circuits are not permitted.

 

Tyre brand is free, 70 Series tyres only may be used.

 

Note: Competitors unsure of the tyres eligible for this class should contact an authorised Eligibility Officer of the Short Circuit Motor Sport Association for advice.

 

3.12          DIFFERENTIAL

Differentials must be unmodified.  Original diff housing for make and model, axle housing must be standard.  Ratios are free.  No locked or limited slip differentials allowed.

 

3.13          FUEL

Only “Commercial Fuel” as defined by CAMS at Schedule G of the NCR’s may be used. No Avgas or BP100 allowed.

 

3.14          GENERAL

  Vehicles must also comply with Part 2 - GENERAL REQUIREMENTS FOR ALL CARS, in

  particular, the rules on Roll Cage, Exhaust Systems, likewise for Harness, Driver’s Clothing and Helmets.

 

 

 

PART 4               PRODUCTION CLASS

 

Vehicles shall compete in the following engine capacity classes:

- Up to 2000cc

 - 2001cc - 4500cc

 

4.1                   VEHICLES ALLOWED

Refer to 3E Club Car of the CAMS Manual. 

Six-cylinder production cars and four (or less) cylinder production cars with a maximum engine capacity of (1) Up to two litres and/or (2) 2001cc to 4500cc.  Touring car derived from a recognized by the F.I.A. as a touring car all vehicles must remain standard as per the factory workshop manual. Unless otherwise stated in these rules engines must stay standard.  Engines with more than six cylinders, with rotary engines or V8engines, four-wheel drive, turbo charged, supercharged are not allowed.  Engine blocks may be bored to standard reconditioning industry oversize.

 

Recognition documents for these vehicles will be factory workshop manuals.

 

4.2            BODY WORK

 4.2.1      Body must be from a series production model closed car.

 

4.2.2       The bodywork may not be modified or reinforced. No body modification can be made to fit any additional parts.

 

4.2.3       Passenger seats, carpet & underfelt, interior trim may be removed. Dash and door trims may be modified to fit roll over protection.

 

4.2.4       Doors must be standard, and front doors must open from the inside and outside. 

 

4.2.5       Bumper bars must be of original design. Modifications are not permitted.

 

4.2.6       When rebuilding or exchanging engines, all engines must be inspected by authorised Short Circuit Motor Sport Officials for eligibility. 

 

4.3             WHEELS AND TYRES

Up to 1300cc:  Wheel diameter may be increased, or decreased, by not more than one inch over the manufacturer’s specification from the original wheel size.  Wheel rim width must not exceed 6 inches. 60 series tyres to be used.  R series are not allowed. 

 

1600cc – 3000cc: Wheel diameter may be increased, or decreased, by not more than one inch over the manufacturer’s specification from the original wheel size.  Wheel rim width must not exceed 7 inches. 60 profile tyres to be used.  R Series are not allowed.

 

Over 3000cc:  Wheel diameter may be increased, or decreased, by not more than one inch over the manufacturer’s specification from the original wheel size.  Wheel rim width must not exceed 8 inches. 60 profile tyres to be used.  R series are not allowed.

 

Wheels and rims may be steel or alloy.

 

Tyres fitted to all rims shall be in accordance with the Tyre and Rim Association recommendations.  “Hand Cut” tyres are not permitted.  Retreads on sealed circuits are not permitted.

 

Note: Vehicles manufactured with standard equipment low profile tyres to make application for approval to the Eligibility Officer of the Short Circuit Motor Sport Association.

 

Competitors unsure of the tyre eligibility for this class should contact the authorised Eligibility Officer of the Short Circuit Motor Sport Association for advice.

 

4.4            BRAKES

Brake pad, shoes and lining materials are free.

No other modification is permitted.

 

4.5            SUSPENSION

Suspension parts, i.e. sway bars etc., may only be fitted if they were an original vehicle manufacturers factory option.  Exhaust from manifold is free, springs and shock absorbers ratings are free.  All sprung parts excluding exhaust must be a minimum of 100mm from the ground.  Springs and dampers are free but the mounting and abutments must remain original. 

 

Replacement parts – non-genuine placement parts for example but not limited to gaskets, bolts, ball joints, suspension, bushes, must be specified for the appropriate vehicle.  Polyurethane parts are acceptable.

 

4.6            BODYWORK REINFORCING

No reinforcing is allowed (however, note rules 2.1, 2.7 and 2.12 with regard to roll cages, towing loops, spreader bars, which are not classed as reinforcing.

 

4.7          OIL COOLERS & FILTERS

Additional oil coolers and filters may be fitted.  These must be within the confines of the engine bay.

 

4.8            ENGINES

4.8.1        Engines must be standard as for make and model of vehicle.  No modifications are allowed.  General reconditioning practices are acceptable.

 

4.8.3        The position of the engine in the body must not be altered.

 

4.8.4        Fuel injected cars must maintain standard engine management computer.  No modifications permitted.

 

4.8.5        The Carburetor, Manifolds and throttle body system must be standard and unmodified, and must be valid for the year and model of engine or body. 

 

4.8.6        Standard distributor and ignition must be fitted.  Distributors must be standard for year of manufacturer. Sports coils are permitted.

 

4.8.7        Non-standard electric fuel pumps and / or electric fans are permitted.

 

4.8.8        Engines may be balanced.

 

4.9          TRANSMISSIONS

4.9.1        Transmissions must be unmodified.

 

4.9.2        Differential must be make and model of car and remain unmodified.

 

 

 PART 5                 SPORTS PRODUCTION CLASS

 

5.1            VEHICLES ALLOWED

Any series production cars* except those fitted with rotary engines, engines with more than six cylinders, multiple carburetors, turbo charged, super charged, 4WD, or fuel injected cars.

 

*Mass produced touring cars commercially available to the general public in Australia.

 

5.2          BODY WORK

                  5.2.1       Body must be from a series production model closed car.

 

5.2.2       The bodywork must be standard to the satisfaction of the Scrutineers except for any modifications permitted.

 

5.2.3       Interior trim may be removed.

 

5.2.4       Fibreglass replacement body panels are allowed provided that they are identical in silhouette to the original body panels.

 

5.2.5       Doors must be standard, but inner door skin may be removed.

Front doors must open from the inside and outside.

 

                  5.2.6       Bumper bars must be of original design. Modifications are not permitted.

 

5.3            WHEELS AND TYRES

Improved Production class vehicles shall use tyres of a type approved by the Department of Transport for use on public roads.

 

The following rim widths are permitted:

4 cylinder vehicles - maximum rim width 6 inches

6 cylinder vehicles - maximum rim width 7 inches.

Wheel rim diameter may be increased or decreased by not more than 1 inch.

 

All tyres must be of radial ply construction.  Inner tubes are optional.  All tyres must be commercially available and have a speed rating up to and including R rating and be of a section width appropriate to the wheel rim width with an aspect ratio of not less than 60%. All tyres must be at street legal tread at scrutineering.

 

At the discretion of the scrutineer all tyres must have a Department of Transport mark visible.

Retread tyres must have factory moulded tread pattern (i.e., not “hand cut”), and be 140 k per speed rating and street legal tread depth at scrutineering.  No retreads allowed on the bitumen.

 

Note: Competitors unsure of the tyres eligible for this class should contact the Eligibility Officer of the Short Circuit Motor Sport Association for advice

 

5.4          SUSPENSION AND BRAKES

                Suspension and brake modifications are allowed: however, the original suspension mounting            points must be utilised.  Panhard rods, sway bars and tramprods are allowed if originally fitted.

 

5.5            BODYWORK REINFORCING

No external reinforcing is allowed.  External means outside the cabin.  (However, note rules 2.1, 2.7 and 2.12 with regard to roll cages, towing loops, spreader bars, and radiator supports, which are not classed as reinforcing.)

 

5.6            OIL COOLERS AND RADIATORS

                  Oil coolers or larger or additional radiators may be fitted.  These must be located within the confines of the engine bay.

  

5.7            ENGINES

                Engines must be visually externally standard.

5.7.1      The engine must be of a type and capacity as originally fitted to the vehicle model.

 

5.7.2       The position of the engine in the body must not be altered.

 

5.7.3       Emission equipment may be removed.

 

5.7.4       The single carburetor must be externally standard and as originally fitted to the engine and have not more than two (2) throats and one (1) float bowl; must bolt to manufacturers intake manifold without any adaptation or modification.  Exhaust extractors converging into one pipe are allowed.

 

5.7.5       Standard distributor and ignition of make and model of vehicle must be fitted.  Sports coils

                are permitted.

 

                  5.7.6       Non-standard electric fuel pumps and / or electric fans are permitted.

 

                  5.7.7       Engines may be balanced.

 

                  5.7.8       Larger capacity sumps may be fitted.

 

5.7.9       The onus is on the owner of the vehicle to present an eligible vehicle at scrutineering and at all other times during competition.

 

5.8            TRANSMISSION

                5.8.1       The gearbox must be of a type as originally fitted to the vehicle model.

                                The gear lever position may be changed, and may be replaced by a floor shift mechanism and vice versa.

               

5.8.2       Differential must be as originally fitted save that a Locked or LSD is permitted (in the

                vehicles original housing only).

 

  

PART 6               IMPROVED PRODUCTION CLASS

 

6.1          VEHICLES ALLOWED

Any series production touring car (i.e. FIA Group 1, Group A, Group N or Mass produced touring cars sold to the general public in Australia) with limited modification to improve performance and reliability.  Refer to 3J Improved Production, 3K Saloon Cars, 3H HQ Holdens, 3E Series Production, in the 2005 CAMS Manual except for Rotaries, V/8’s, Supercharged and 4 wheel drive vehicles.

 

6.2            WHEELS AND TYRES

Wheels and tyres sizes to conform to the corresponding category 3J, 3K, 3H, 3E as per 2005 CAMS Manual, save that brand is free.

 

 

PART 7                 SPORTS SEDAN CLASS

 

7.1                   VEHICLES ALLOWED

Refer to 3D Sports Sedans and 3J (turbos, V/8 and 4 WD) of the CAMS Manual of Motor Sport.

 

7.2            GENERAL

                This group envisages a considerable degree of modification to vehicles.

 

The vehicle must be based on a closed series production car.

 

7.3            CHASSIS/BODY WORK

                  All front doors must open from the inside and the outside.  Chassis construction is free.

 

7.4            ENGINE AND TRANSMISSION

Engine and ancillary equipment is free.  Engine capacity must not exceed 6 litres.  The nominal cylinder capacity will be multiplied by a factor of 1.8 for rotaries and 1.7 for turbos. 

 

Engine location is free.

 

7.5            BRAKES

                  Brakes are free, however, the vehicle must be fitted with a dual circuit braking system.

 

7.6            SUSPENSION

                  Suspension is free.

 

7.7            WHEELS & TYRES

Refer to 3D Cams Manual.

Wheels and tyres are free but must stay within the bodywork.

The complete wheel (tyre + wheel + flange) maximum width 14.5” (all measurements must be made

with at least 1.8 bar pressure in the tyre).
