GENERAL REGULATIONS
1.1 AUTHORITY
Meetings will be conducted under the International Sporting Code of the FIA and the National
Competition Rules (NCR’s) of CAMS; the Short Circuit Standing Regulations, the Short Circuit Touring Vehicle Regulations, Short Circuit General Regulations, Supplementary Regulations, and any Further Regulations or instructions that may be issued.
Each Meeting will be subject to the issuing of a CAMS Organising Permit.
1.2 PROMOTER
The Series Meetings will be promoted and organised by the Short Circuit Motor Sport Association.
1.3 MEETING ORGANISERS
The Series Meetings will be organised by the Short Circuit Motor Sport Association. Short Circuit Meetings other than the Series meetings will/may be organised by:-

1.4 MEETINGS DESCRIPTION
The meetings will be Club Status Short Circuit Speed Events conducted at any of the following circuits:- Morgan Park - Warwick, Carnell Raceway – Stanthorpe, Willowbank Park – Ipswich and the Reserve Raceway - Millmerran.

1.6 JUDGES OF FACT
The Chief Scrutineer shall be deemed to be a Judge of Fact in respect to:
(a) Safety of equipment and vehicles.
(b) That all documents are current and correct.
The starter (and his/her assistant if applicable) shall be deemed to be Judges of Fact relative to:
(a) Starting grid procedures,
(b) Finish line procedures,
(c) False starts
The Chief Time Keeper (and his/her assistant if applicable) shall be deemed to be Judges of Fact
relative to:
(a) Order of Finish.
1.7 LODGING OF ENTRIES
Entries may be accepted at the discretion of the organisers and subject to the provision of the Track Licence if addressed as advised in the Event Supplementary Regulations.
The official entry form, fully completed (and signed), and accompanied by the required fee must be lodged with the Event Secretary within the period specified. It shall be permissible to lodge entries by facsimile, which must contain the names of the entrant, driver and details of the car. Such entries shall not be valid unless confirmed by certified mail, dispatched to the Organisers at the same time as the lodgment of the facsimile entry and accompanied by the signed entry form and fee. (Refer to the CAMS Manual of Motor Sport NCR 76 and NCR 81).
The number of vehicles competing in an event shall be limited to the maximum grid capacity or a lesser
number as determined by the Clerk of Course in consultation with the Stewards of the Meeting.
The organisers reserve the right to refuse any entry without assigning any reason - refer to the CAMS Manual of Motor Sport NCR 83.
A vehicle cannot be entered in any more than two classes on any one day.
1.8 PARENTAL CONSENT
If any entrant, driver or pit crew is under eighteen (18) years of age it should be stated on the entry form as must be the name, address and signed consent of his / her parent or Legal Guardian.
1.9 PERSONS ELIGIBLE TO ENTER/COMPETE
Only competitors who have obtained a SCMSA vehicle number, rule book and SCMSA membership card are eligible to enter and compete. (See Membership Fee Structure Table below)
Note: In order to compete in Short Circuit Motor Sport Association events, Entrants and Drivers must be a current financial member of one of the following car clubs: Ipswich West Moreton Auto Club, Millmerran Auto Club, Stanthorpe & District Sporting Car Club, Tamworth Sporting Car Club, Warwick Car Club, Warwick District Sporting Car Club, Crows Nest Dirt Kart Club, or the Short Circuit Motor Sport Association.
Juniors must have attained the age of 14 years and not 17 years as at the 1st January of the year of these regulations.
LICENCE REQUIREMENTS:
Entrants and drivers must hold a current Licence of the following type (or higher status):
CAMS 2S Licence
CAMS PC, NC or ICC licence
Or a licence of a type or status issued from time to time by CAMS.
1.10 SCRUTINEERING
Evidence of SCMSA Inc. club membership, the appropriate CAMS Competition Licence, and a CAMS or SCMSA Vehicle Log Book must be presented at scrutineering. A CAMS Vehicle Log Book supersedes the SCMSA Vehicle Log Book.
Any vehicle that has not been scrutineered and approved for competition by the Chief Scrutineer (or nominee) will not be permitted to practice or participate in the events. The onus is on the owner of the vehicle to present an eligible vehicle at scrutineering and at any time during competition.
1.11 CROSSING OF TRACK
Vehicles, competitors and crew will not be permitted to cross the track after the Clerk of the Course has closed the track, without the permission of the Clerk of Course.
1.12 DRIVERS BRIEFING
All competitors are required to attend the Drivers' Briefing at a time advised in the Supplementary or Further Regulations. The Driver's Briefings will be held at the "Scrutineering Pad" at all tracks. The Clerk of Course may hold additional briefings at other times during the day, the time and place of which will be advised to competitors.
1.13 PRACTICE
Competitors will be given 10 minutes compulsory practice within their classes. All drivers and relief drivers shall complete at least three timed practice laps. Failure to do so may result in exclusion, at the discretion of the Clerk of the Course. Small number of entries in any class may lead to amalgamation at the discretion of the organisers.
1.14 STARTING POSITIONS
The starting positions will be decided on lap times established in the qualifying practice sessions with the fastest driver being placed on first starting position and the remainder in order of their qualifying times. If two or more drivers record equal lap times in qualifying sessions, the first driver to record the time will take precedence for starting positions.
A TOURING CAR SPRINT SPEED EVENT MEETING will be made up of three (3) Heats and a Final Touring Car Sprint Event.
The starting positions for the Events will be as follows:
Heat 1 The starting positions will be determined by the qualifying positions.
Heat 2 The starting positions will be the reverse of qualifying positions.
Heat 3 The starting positions will be the highest accumulated points over Heat 1 & 2 to start at the front of the grid. In the case of equal scores, the tied competitors the starting position will be decided by a draw.
Final Touring The starting positions will be determined by the original qualifying positions.
AN ENDURANCE TOURING CAR SPEED EVENT MEETING will be made up of three (3) Heats and a Final Endurance Event.
The starting positions for the Events will be as above, except for Final Feature Event.
The Endurance Feature Event will be run as a handicap event.
Class starting positions will be as follows:
PRODUCTION will start immediately behind the START/FINISH line
PRODUCTION SPORTS will start behind Production vehicles.
IMPROVED PRODUCTION (Warwick Circuit) will start behind Production Sports
SPORTS SEDANS will start ahead of the START/FINISH line
All cars, upon crossing the START/FINISH line will be deemed to have completed their first lap.
(Note: The distance travelled by each class of vehicle to complete their first lap will vary as a result of this handicapping. That is, Production vehicles will travel only a few metres, while Sports Sedans will travel almost a complete lap.)
Events will be conducted separately for Junior Competitors (Junior Events) and Senior Competitors (Senior Events). Juniors are those persons identified at “1.9 Eligible Persons,” and are not eligible to compete in “Senior” events.

TAKING UP STARTING POSITIONS:
Prior to each event competitors shall assemble their vehicles in the pit area as directed by the Clerk of Course. Competitors will assume their starting positions only when directed to do so by the Clerk of Course or his assistant.
RED FLAG SITUATION IN ENDURANCE EVENTS:
If the event is stopped before the completion of two laps, then the original start will be deemed null and void and a new event commenced. The length/distance of the new event will be the original length/distance of the aborted event unless the Stewards of the Meeting approve a shorter length/distance. The starting order of competitors in the new event will be the same as that of the aborted event.
If the event is stopped after the completion of two laps then, the original event will be deemed null and void and a new event commenced, however the length of the new event will be two laps less than the original event distance, less the number of laps completed by the leader before the signal to stop was given. At the re-start competitors will be arranged in single file as per the order of competitors at the end of the lap prior to that during which the signal to stop was given.
If the event is stopped after 90% or more of the event length/distance has been completed then the event may, at the discretion of the Clerk of Course and subject to the approval of the Stewards of the Meeting, be deemed to have finished at the time when the leading vehicle crossed the finish line for the penultimate time before the event was stopped.
1.15 DETERMINATION OF WINNERS:
Timing will be by manual or electronic means. The results will be determined by fastest to the slowest in each class.
1.16 POINTS ALLOCATION
If the event is a SCMSA series meeting all competitors who compete on the day will be eligible for series points. Each competitor who nominates for the day and passes scrutineering and competes in at lease one event will be allotted 2 bonus points.
Competitors who achieve first starting position in their class will be allocated 1 point.
Competitors must complete 75% of an event and take the chequered flag to be classified as a finisher before points will be allocated.

1.17 FLAG SIGNALS
The flags to be used during competition are:
AUSTRALIAN FLAG: Start of race.
YELLOW (motionless): Caution - the track may be obstructed ahead. There is to be
no passing under the Yellow Flag, from the flag point to the
next green flag. The flag will be displayed for two laps only.
YELLOW (waved): Great danger, be prepared to stop. All cars must slow down
immediately, there is to be no passing under the waved Yellow Flag, from the flag point to the next green flag.
RED: Immediate stop. Working on a vehicle on the track under a
Red Flag is prohibited.
BLACK: (Displayed with car number on a blackboard at least 600 mm
square) Return to the pits immediately via the pit entrance, and report to the Clerk of the Course as soon as the event is completed.
BLACK FLAG WITH ORANGE DISC (Displayed with car number on blackboard) Vehicle has
mechanical problems. Return to the pits immediately via the pit
entrance. When the mechanical problems have been rectified the
car may rejoin the race.
BLACK & WHITE DIAGONALLY DIVIDED:
(Displayed with Car number on a blackboard) Driver cautioned for poor sportsmanship. Driver may continue in race but must report to the Clerk of the Course immediately after the race.
BLUE: Overtaking signal to alert the driver that a following car/s
may be attempting to overtake.
WHITE Service Vehicles or slow moving vehicles on the track.
BLACK & WHITE CHEQUERED: Finish of the race.
LAST LAP BOARD: Indicates the last lap of the race.
YELLOW WITH RED STRIPES: (Deterioration of adhesion) informs drivers that the conditions of adhesion of the track surface have suddenly deteriorated in the area beyond the flag.
1.18 INSURANCE
The Promoter will arrange public risk insurance with CAMS. Personal Accident Insurance for Officials, Drivers and Pit Crew (nominated on the entry form and duly signed on) will be arranged with CAMS, the cost of which is included in the entry fee. For further details, see the CAMS Manual of Motor Sport Appendix I.
Third Party Insurance: All competing vehicles carrying civil registration in Queensland require a Third Party extension certificate or letter (CTP) stating the full title of the event, location and date.
1.19 PROTESTS
Protests must be lodged in writing and handed directly to the Stewards of the Meeting within 30 minutes of completion of the event, or if this is not possible to the Clerk of Course in accordance with the CAMS International Competition Rules and accompanied by the appropriate fee. (Refer CAMS Manual of Motor Sport Part X11-Protests).
1.20 ABANDONMENT
The organisers reserve the right to abandon, cancel, postpone, terminate or alter an event in accordance with CAMS Manual of Motor Sport NCR 59 and may cancel the event if fewer than 30 entries are received..
1.21 ALCOHOL/DRUGS
The consumption of alcohol or drugs by drivers, crews (including pit crews), or any person in the pits, paddock and other non-public areas is forbidden until the completion of the meeting. Refer to the CAMS Manual of Motor Sport NCR 145A.
1.22 CLASSES
The organisers envisage the competition will be divided into the following classes:-
(1) Juniors (2) Production
(3) Improved Production (4) Sports Production
(5) Sports Sedans
Small number of entries in any class may lead to amalgamation at the discretion of the organisers.
The organisers reserve the right to add to or subtract from the classes, and reallocate vehicles on the day.
1.23 AWARDS
At the conclusion of each event trophies will be awarded for 1st, 2nd & 3rd highest point scorers in each of the competing classes. Points from different classes cannot be combined.
At the conclusion of the SCMSA series, trophies will be awarded to the first three (3) outright places, and the first three (3) places in each class. To be eligible for outright trophies any class must have at least three competitors competing for class points during the 2006 season. To be eligible for SCMSA series trophies competitors must compete in at least two series meetings. Event organisers reserve the right to add to these awards.
1.24 PENALTIES:
Any breach of the rules during competition may incur the competitor being shown a Black and White Diagonal Flag or a Black Flag. At the discretion of the Clerk of Course, in consultation with the Stewards, the showing of a Black and White Diagonal Flag may incur an on the spot penalty of five (5) points: a Black Flag may incur an on the spot penalty of ten (10) points.
Jumping the start and poor sportsmanship will incur an on the spot penalty of five (5) points.
Failing to obey the proper orders of an official of a meeting shall be deemed to be a breach of the rules
1.25 SAFETY – DRIVERS
Drivers must wear:
A helmet that complies with AS1698 and carries marking to the effect, or is otherwise specifically approved by CAMS and also appropriately marked to that effect.
Clothing as per the Short Circuit Motor Sport Association’s General Regulations and Vehicle Specifications Paragraph 2.13.
Suitable footwear. Feet must be completely covered with leather boots, shoes or other flame-resistant material (high-heeled shoes are prohibited).
Goggles or visors of lenses other than glass (AS 1609-1981) in open cars.
1.26 SAFETY - CARS
All competing vehicles must be equipped with the safety provisions set out in the Short Circuit Motor Sport Association’s General Regulations & Vehicles Specifications as approved by the Queensland State Council of CAMS.
1.27 TWO WAY RADIOS IN RACE CARS
The use of two way radios in race cars will be permitted providing that:-
1. Radio transmission is from car to pits only (No car to car transmission)
2. On a radio frequency different to that used by the organising committee.
3. The transmitter’s radio frequency is to be listed on the entry form prior to the start of competition on the day.
4. The Organising Committee reserves the right to monitor these transmissions at any time during the competition.
1.28 WATER TRUCK
Various tracks may be required to be watered at frequent intervals during the event. The Clerk of Course and/or the Association’s appointed representatives will decide the frequency of watering.
